Andrew leads JustinBradley’s Contingent Workforce Solutions business line, which provides exceptional finance, accounting, and business professional talent for contingent workforce programs and consulting projects. He has over 25 years experience consulting to commercial organizations and the Federal Government on a diverse range of issues including investment strategy, financial analysis, and organization strategy.

 

Prior to JustinBradley, Andrew was a practice leader at Booz Allen Hamilton, a management and technology consulting firm. Earlier he was an engineer at Bechtel Power Corporation, designing nuclear and fossil power plants. He has an MBA from Wharton and a master’s degree in engineering from Rensselaer Polytechnic Institute.

In his spare time he tends to be outdoors—golfing, running, skiing, boating—but also likes to cook. He grew up in New York City.

victorDr. Victor McCrary, GEX'95, Vice President for Research, UDC (University of the District of Columbia

Victor R. McCrary, Vice President for Research at the University of the District of Columbia (UDC), is an advocate for the growth, development, and strategic direction of the University’s research enterprise. UDC is the Nation’s Capital only public institution of higher education to offer students degree opportunities from 2 year, 4-year, graduate and law school degrees and research opportunities that offer hands experience in urban sustainability and resiliency. UDC is ‘DC’s Research Laboratory’.  

 

He is also the current Vice Chair of the National Science Board, the governing body for the National Science Foundation. In October 2016, President Barack Obama appointed Dr. McCrary to serve on the National Science Board. In May 2022, Dr. McCrary was re-appointed by President Joseph Biden to a six-year term on the National Science Board.

 

He is a change agent and serial innovator, always seeking to make a difference by unlocking the creative potential in individuals and organizations. He has held executive positions at the Johns Hopkins University Applied Physics Laboratory, Morgan State University, and as division chief at the National Institute of Standards and Technology, NIST.

 

His accomplishments include the development of the first industry-led electronic book standards and an electronic book Braille reader which led to him being co-recipient of the U.S. Department of Commerce’s Gold Medal in 2000. Dr. McCrary served six years as the national president of the National Organization for the Professional Advancement of Black Chemists and Chemical Engineers (NOBCChE) and was awarded the organization’s 2002 Percy Julian Award. He is a Fellow of the American Chemical Society. In 2011, he was honored as Scientist of the Year by the Annual Black Engineer of the Year Award (BEYA) STEM Conference.

 

He received his doctoral degree in chemistry from Howard University in 1985, a master’s degree in engineering  from the University of Pennsylvania in 1995, and a bachelor’s degree in chemistry from The Catholic University of America in 1978.

Manpreet Singh, CFA is currently the founder and Chief Investment Officer of Singh Capital Partners (SCP), a multifamily office that directs investments into venture capital, real estate and growth equity. SCP invests capital on behalf of Fortune 500 CXOs, Unicorn founders and operators and has executed investments in North America, Europe and Asia. Barton F. Stichman, Esq., C'70bart-stichman-

Co-Founder & Special Counsel, National Veterans Legal Services Program (NVLSP)

Barton F. Stichman, Esq., is Special Counsel to NVLSP focusing on litigation activities. In July 2021, he stepped down as Executive Director of NVLSP, which he co-founded in 1981. After earning law degrees from New York University School of Law (J.D. 1974) and Georgetown University Law Center (LLM 1975), he has devoted his entire professional legal career to helping veterans and their families get the federal veterans benefits to which they are entitled. 

For the last four decades, Bart has represented veterans and their families before U.S. District Courts, U.S. Courts of Appeals, the U.S. Court of Appeals for Veterans Claims, the Department of Veterans Affairs, military department discharge review boards and boards for correction of military records. His litigation efforts have resulted in payment of more than $5.2 billion dollars in disability and healthcare benefits to hundreds of thousands of disabled veterans and their families.

A major part of NVLSP’s mission is to increase the pool of effective advocates available to represent veterans and their family members by training lawyers and non-lawyers and providing educational publications to them in veterans benefits law. Over his career, Mr. Stichman has trained thousands of non-lawyer accredited veterans service officers, lawyers, and law students in this area of law. 

Bart is a co-author/editor of The Veterans Benefits Manual, NVLSP’s 2200-page treatise on veterans benefits law that is published annually by Lexis Law Publishing and has been distributed to thousands of veterans service officers and lawyers. The Veterans Benefits Manual has been recognized as legal authority in numerous court cases. He is also a co-author of The Rights of Military Personnel, and NVLSP’s Military Discharge Upgrade Manual and has written articles on veterans benefits law appearing in the Administrative Law ReviewThe American University Law Review, The Federal Bar News and JournalClearinghouse ReviewStanford Law and Policy Review, and the Legal Times

Mr. Stichman is a member of the Judicial Advisory Committee of the U.S. Court of Appeals for Veterans Claims, and is a past president of the U.S. Court of Appeals for Veterans Claims Bar Association.
