"Achieving 100% Cargo Screening on Passenger Aircraft" by Allan Collier
Background: In response to the terrorist attacks of 9/11, the Aviation and Transportation Security Act (ATSA) was enacted in November 2001. ATSA created the Transportation Security Administration (TSA) and required it to provide for the screening of all passengers and property including cargo, U.S. mail, and carry-on and checked baggage transported on passenger aircraft. Recognizing the need to further strengthen the security of air cargo, Congress passed and the President signed into law the 9/11 Commission Act of 2007, which mandates the establishment of a system to physically screen 50% of cargo on passenger aircraft by February 2009 and 100% of such cargo by August 2010.
Speaker: Mr. Collier is currently Branch Chief - Technology, Analysis and Development of TSA Air Cargo Programs and he will discuss the technology challenges associated with meeting the cargo screening Congressional mandate. Mr. Collier has 20 years of military service in the United States Marine Corps with a primary focus on helicopter flying assignments, acquisition and safety. He has earned numerous awards throughout his distinguished career including the Defense Meritorious Service Medal, Joint Service Achievement Medal, and Kuwait Liberation Medal to name just a few.
This promises to be an exciting session as Air Cargo Security and Technology are hot topics these days and a significant opportunity and challenge for both government and industry.
